Honestly, I think doing this (without socks) with shorts is fine but if you’re wearing trousers or jeans then God put on socks and look manly. Men wearing suits/pants and shoes without socks is a stupid trend that should never happen, looking feminine, unmanly and gross and to be fair, it’s very unhygienic.
